According to the royal family's official website, "There are no obligatory codes of behaviour when meeting The Queen or a member of the Royal Family, but many people wish to observe the traditional forms."
For example Markle would curtsy to the queen, of course, as well as Prince Phillip, Prince Charles, and his wife Camilla. Her future brother and sister-in-law, Prince William and Kate Middleton, would also warrant a curtsy because of William's position as a future king.
