Tom Waits, famed singer-songwriter, has joined the new drama pilot Citizen. From the hailed director of Me and Earl and the Dying Girl, Citizen is a new take on the hero origin story, as it melds elements of magical realism and tenacious vigilantism set in vibrant east Los Angeles. Waits will play Cesar, a priest who is a walking relic of virtue and sin. An anti-authoritarian man, Cesar runs a guerrilla humanitarian group with uncertain legality from his church in Boyle Heights.
