In a recent interview (via Disney Twenty-Three), Chris Evans made sure to point out that it is called Captain America: Civil War for a reason.
Iin the spring issue of Disney twenty-three, the magazine put out by D23, the official Disney fan club, Evans said, ?Even though there are a lot characters, the focus is on Steve and his struggle,??Especially his struggle with Tony Stark.?
While some would call him naive, Steve Rodgers is what makes this whole thing tick, and his innate differences with Tony and what Tony stands for are what drive most of the character development in the previous Avengers movies. Civil War is not really about two characters fighting each other for the sake of throwing punches. It is about opposing ideals, and what you will do to stand up for those ideals.
