The Dez Bryant contract negotiation was HUUUGE for Jay Z -- 'cause after he scored the WR a fat new $70 MILLION deal ... Rob Lowe had one question -- "Does Jay Z represent actors?!" Lowe was outspoken about the whole Bryant contract standoff with the Cowboys -- tweeting earlier this week, "Pay Dez. #Cowboys #NFL This is a no-brainier." So naturally, Lowe was PUMPED for #88. Wonder if Lowe knows how to throw up the Roc yet??
